I'm having troubles training my dog! Please help?

Every time we go on a walk he always tugs on the leash and he always walks in front of me. He's potty trained and knows what not to do but it's impossible to teach him how to walk properly. He stresses me out really bad when we go on walks because he doesn't do it right. HE ALSO bites me and every time he does I say no but I don't yell no. Please help! Advice? My dog is a Siberian husky and he is 3 months old. And my mom said we can't take him to an obedience class because we don't have enough money
