How to obtain my 1989 Panama Birth Abroad Certificate.... HELP PLEASE.....losing optimism?

I was born on September 26,1989 in Panama on a military base. They only gave my parents one birth certificate, and that was the hospitals. I went to get my driver's permit in August of 2007, a couple of month away from my 18th birthday.When I passed the test, the application asks where you were born. I wrote Panama.The clerk asked for my birth certificate, and than continued to inform us that it wasn't valid due to not saying 'Birth Abroad'. My parents have gone through every possible embassy, department, etc. and have even sent hundreds of dollars; however they all have no evidence of my existence. I am now 21 going on 22 and I still have no Drivers License or passport. I am burnt out and losing optimism. PLEASE HELP...Please
