My red heeler who is 6 months old stops while we are out on a walk to smell, not just stops but lays down.?

She is doing well with her training and I understand the breeds herding tendencies but I have not heard of this one. Once she lays down she is willing to keep walking with a slight tug on the leash. I have been ignoring the action and walking on while giving her a tug. Will she outgrow it? She walks really well on a leash and has mastered many commands in the 3 short weeks we have had her.
